I just got my copy of Street Fighter 4 earlier today and ended up playing the game all night. First thing I did was to unlock all the characters in the game. There are a total of nine unlockable characters, and there are a few requirements necessary to unlock them.

The fourth new character revealed is a Rufus, a fighter who seems to have quite a few martial art moves, however no information of his story or country of origin have been revealed yet by Capcom. He is quite quick and agile for being rather rotund in appearance.

3rd New Character for Street Fighter: IV
The third new character revealed is a luchador named El Fuerte (”El Fuerte” means “The Strong One” in Spanish). Mexican wrestling is characterized by rapid sequences of holds and moves, as well as spectacular high-flying moves, many of which have been adopted in the United States, and colorful masks.
