Late post for tonight, but when I saw this, I HAD to post it. 

I just logged on to PTR and there was a new 2.4 build download. I checked the Talent Tree for my Mage and this is what I found. Under the Arcane Tree I saw a new Improve Blink, and under the Frost Tree I saw a new Icy Veins.

Again this was once on the “Leaked Patch Notes” from before (well Imp Blink kinda), which may mean that anything from those notes may end up on the finalized 2.4 Patch.

Whoops I forgot to take a screeny of Icy Veins… I’ll go back on and do that now.

Instead of mana cost reduction, for 1 Point into Improved Blink, it now gives a buff that lasts for 2 secs, for the 2nd Point, the buff lasts for 4 secs. The buff will reduce the chance that you get hit by any attacks or spells by 25%. The new change to Icy Veins will take away the +10% chance to freeze, but gives you 100% Pushback resistance while the buff is up.
